PIFSS – Application Development
Background
The first integrated law for social security was issued in Kuwait in 1976, and consequently the Public Institution for Social Security (PIFFS) was established in order to implement a system embracing:-
- old age, disability, sickness and death insurance of civilians employed in the public sector as well as the private and oil sectors
- old age, disability, sickness and death insurance of self-employed or others who may fall sick
- work injury insurance.
In line with a government decree in 2000, PIFFS decided to offer the public the ability to view their pension/benefits data online.
The Challenge
In addition to pension and benefit information, PIFFS stored other confidential data on its system and, for obvious reasons, wanted to keep it secure. FAPCOTECH was therefore asked to develop a solution that would:-
- Migrate data from PIFFS's IBM Mainframe (in VSAM files) to a new database
- Ensure secure login for the public and verification of civil ID numbers
- Provide reports and information pertaining logged in user's pension or benefits information.
The Solution
Our solution was implemented in two parts: firstly, the data migration utility and secondly, the online pensions/benefits portal.
FAPCOTECH purchased a Microsoft SQL 2000 database and developed an application to migrate the VSAM files (pensions and benefits only) to the SQL database. Following this, we designed an online pensions/benefits portal with secure access and ID verification via Public Authority for Civil Information (PACI) , enabling user to access pensions/benefits data and certificates.
